Blog Update - Shared Governance

At the May 2, 2023 Board of Trustees meeting, the Dallas College Trustees will be presented with a first reading of updated policy drafts related to academics and faculty.  One of these is an entirely new policy concerning Shared Governance.  The DCFA Council wanted to bring to the attention of the Faculty Association membership the developmental process of the new policy being presented.


As many of you know, Dallas College currently has no formal Shared Governance policy codified by the Board of Trustees. The DCFA Council became aware that the SACS Leadership Team intended to write one; the Provost, the DCFA Council President, and General Counsel were listed as “policy owners” on this task.  Thus, the DCFA Instructional Goals & Shared Governance Committee (IGAF) took the lead on drafting one. IGAF based its draft on Shared Governance policies across Texas public higher education institutions and shared governance practices across accreditation bodies.  The IGAF committee and the DCFA Council reviewed and edited the draft on a very tight timeline, as the meeting when these policy drafts would be discussed between the DCFA Council and the Provost was scheduled for Friday, April 21. Considering the April 21 discussion was to be about these revised policy drafts, including the new Shared Governance draft, the DCFA Council and IGAF were surprised to discover that Provost Floyd was not provided a draft of the internal Shared Governance policy (the separately conceived draft written by Dallas College’s Legal Department) until hours before the meeting.  This meant that Provost Floyd was unable to provide the DCFA Council with the draft until the meeting itself; this was exacerbated by the DCFA Council not being allowed to take draft copies out of the meeting (and we received no digital version).  DCFA President Andrew Tolle noted he was keeping his  copy of Legal’s draft  since he is serving on the SACS Accreditation Review committee. This single physical copy was all the DCFA had to use for review of the policy to see how it compared with our own.


Additionally, Legal only gave the DCFA until end-of-business, Tuesday, April 25 to provide comments, after the Provost requested the Faculty Association have time to review.. Considering we received this on a Friday morning, with meetings booked through the afternoon, the expectation was rather stark that we were only being provided less than two full working days to gather DCFA constituents and provide comments on a Shared Governance policy. The DCFA  also requested  the same timeframe for comments by Legal on our own IGAF draft policy as well; no follow-up or comments were ever provided on our draft.


Suffice to say, the draft going before the Board today has a few additions based on the feedback IGAF and the DCFA provided, but in the spirit of “shared governance,” we wanted Faculty Association members to be able to look at what IGAF and the DCFA Council produced and be able to compare to what was being presented to the Trustees so you could decide for yourselves how they are similar or different.

"Extra Service Stipends" Now Called "Period Activity Pay"; SEA Adobe Sign System Retired

On Thursday, Senior Vice Provost of Academic Services Greg Morris sent an email with some updates regarding how Workday will impact the processes we use for extra service compensation. In his email was a link to a Sharepoint page with details on this transition

We want to call your attention to two major items in the Sharepoint page:

  1. The College's terminology has been changed: instead of "extra service stipend," the College will use the language "period activity pay." 
  2. You may receive an email suggesting that your contract has been cancelled, but it is actually referring to the cancellation of the former SEA Adobe Sign system -- not your contract itself. From the Sharepoint page: "During this transition, please do not be alarmed when you receive notification that your SEA form has been 'cancelled.' This is simply a result of us transitioning from the old contract forms/processes in favor of new Workday uploads of your Spring 2023 extra service contract information."

Workday Disbursement Plan Period Clarification

Hello All, 

While reviewing your information in Workday, you may have noticed the disbursement plan period is listed as a 9-month disbursement. Some have elected for a 9-month disbursement period while others have elected for a 12-month disbursement period. HR informed the council that faculty will still receive pay over a period of 12-months if that is what they initially requested despite Workday listing a 9-month disbursement period.

DCFA Updates

Hello All,  

The faculty council wanted to share some updates regarding the SharePoint site, the DCFA Advance Newsletter Blogspot, the DCFA site.   

Everything from the SharePoint site has officially been migrated to the DCFA Google Drive. The links to the meeting minutes, public calendar, and Constitution & Bylaws documents can be found in the DCFA Advance Newsletter Blogspot. Considering we have successfully migrated, the SharePoint link on the DCFA website will be deleted. The SharePoint link on the DCFA website will also be removed. If you are unable to locate a document that you used t access through the SharePoint site, please contact your campus FA President. 

Stacy Vasquez, the DCFA communications chair, is currently in contact with the B12 website builder. We have requested the following:  

  • A blog page embedded within the website instead of using the Blogger website. 
  • A page embedded within the website where we can upload meeting minutes and the Constitution & Bylaws instead of using Google Drive.  
  • A calendar page embedded within the website instead of using Google Calendar.   

Our goal is to provide you with a “one stop shop” so you are not having to navigate between multiple websites.

DCFA Fall 2022-23 Convention Amendment/Resolution Results

By-Laws Amendment THREE:  Regarding the Number of Representatives in the Diversity, Equity, and Inclusion Standing Committee - The amendment passes.

Language of Proposed Amendments to DCFA Constitution and Bylaws Now Available, Meeting Requirement for At Least 14 Days Advance Publication Prior to Nov. 11 Convention

The motions to amend the DCFA constitution, motions to amend the DCFA bylaws, and resolutions submitted by the 30-day advance deadline for consideration at the DCFA Annual Convention on Friday, November 11, 1:30 – 5:00 p.m. can be accessed in this document.

This posting meets the requirements for public posting at least 14 days before the start of the Convention. We hope you have joined the association (deadline is Monday, November 7 at 11:59 pm) and have made plans to participate and vote.

Please review the motions and resolutions carefully before the Convention begins and feel free to reach out directly to the authors if you have questions about the content within them.

In-class Observation Form Update

The In-class Observation Form that went out last Thursday (10/20/2022) from the Vice Provosts is still under review. Although some Vice Provost’s emails had stated faculty were involved in the development of the form, the DCFA Council was unable to verify this. Consequently, the DCFA Council approached the Provost and Vice Provosts to encourage them to work with the FA to ensure that the revised form includes faculty input. We expect a newer (revised) form to be released soon.

PACE Survey & SIP Updates

PACE Climate Survey 

You should have received an email from pace_survey@ncsu.edu to evaluate the working climate at Dallas College. You may want to check your "other" folder, as some faculty reported it being sent there. You may also search your email for "PACE" or search the email address. Please fill out this survey as soon as possible. It will close at 11:59 p.m. on Monday, November 7th, 2022. 

Separation Incentive Plan (SIP)

For those interested in the SIP, all required enrollment materials, letter of resignation, and Separation election agreement/General Release, are due to the PARS office by 7:00 p.m. on October 20th, 2022.

2021 Faculty Evaluation Workgroup Product Links

We hope you are doing well. The Council received the following message from Vice Provost of eLearning Terry Di Paolo regarding the work product created by the Faculty Evaluation Workgroup last year: 

 

"Per Dr Floyd’s email just to let you know we have added the output of the FEW group to Sharepoint. 

  

Having a launched what was intended as a summary page of the FEW work as part of the new evaluation launch – we have updated this page with links to the documents produced by FEW and brief explanations of how these documents have been incorporated into the design of process and policy since they were provisioned. 

  

Additionally we have placed redirects on the original FEW site on both the homepage and updates page to the site above."

Board of Trustees Meeting - New Comprehensive Evaluation of Full Time Faculty

 

Hello All, 

Please click here to view the presentation from the recent board of trustees meeting regarding the new comprehensive evaluation of full-time faculty. 

You will notice the faculty council did not speak during the presentation. However, several members were in the audience or watching the live stream. In support of faculty, the council made the decision to not fully endorse the presentation at this moment considering there were elements that were not representative of faculty input. Unfortunately, several factually incorrect statements were made during the presentation, to which our council President addressed one vocally about there not having been yearly evaluations under the former system. We will provide more details at our next monthly business meeting held on October 14th, 2022 from 12:00 p.m. – 1:20 p.m. We encourage all faculty to attend the monthly business meetings, as the council will be able to address any questions/concerns and provide more detailed updates. 

We will soon be sharing folder of approved business meeting minutes and a calendar of all business meeting dates, including those members cannot attend (Chancellor/Provost meetings).

DCFA Announces Annual Convention on November 11, 2022

The DCFA 2022 Annual Convention will be held on Friday, November 11, 2022 at 1:30 pm in person at the Dallas County Commissioner’s Court at 411 Elm St. The Convention will be live-streamed for members to view remotely. Voting is in-person, but in accordance with the Bylaws, you may offer your proxy to someone who will be in attendance.


An invitation to join us for the Annual Convention will be posted at least two (2) weeks prior to the event, but we encourage you to block out the afternoon on your calendar now to ensure you are able to attend and participate fully. Per the change to the Bylaws through the August 2021 convention, voting is allowed by proxy (with strict rules for designating a proxy) and the details for how voting will be conducted will be shared in the invitation along with the agenda.


Per the DCFA Constitution and Bylaws, if you have a proposal to amend the Constitution or Bylaws that you would like considered at the 2022 Annual Convention, it must be received by the DCFA Council Secretary and President at least one (1) month prior to the scheduled convention. This means any proposals to amend the Constitution or Bylaws must be submitted in writing to the Secretary, Erin Kelley; the Convention Planning Chair, Denise Griffin; and the Council President, Andrew Tolle, by Tuesday, October 11. It is strongly recommended that any resolutions to be considered also be submitted by this date. For simplicity, you are welcome to email your proposed motions to amend or resolutions to dcfa@dcccd.edu (which sends a copy to all DCFA Council members).


Following submission, the DCFA Council will review the submissions with the parliamentarian and contact the authors if any changes are suggested before posting all proposed motions to amend by the required deadline of Friday, October 28 (two weeks prior to the Convention).
